Trouble with site navigation.

I haven't see a fora layout like this before, perhaps I can ask a few questions before I put my foot in it.
What are the - and + signs on the right hand side for, I dare not press one in case I insult somebody.
How do I insert pictures/videos?
Probly a lot more but I dare say things will become clearer as I get used to it, if I SHOULD make a mistake please bear with me.

Someone with a brain will be along to guide you , but I have done lots wrong and I am still here  , so far   

Just try things we dont have a firing squad
